Santa Ana has one of the most brutal police departments in the nation.
Despite the police department’s shoot-first-ask-questions-later policy, homicides in Santa Ana nearly doubled last year.
There were 23 homicides in the city last year, up from 12 in 2015, according to crime data.
Shootings in Santa Ana reached a five-year high in January 2016, averaging one per day.
